1. webupdate.txt:
This file contains designated field data update of VDS (Vehicle Detection
Station) and CMS (Changeable Message Signs) in every 30 seconds.

For example:

Column 1 – data type: VDS or CMS
Column 2 - unique ATMS equipment ID for each CMS and VDS

VDS:
Column 3 – Color code (vehicle speed)

		13	gray	0 mph
		1	red	1-20 mph	
		3	yellow	21-35 mph
		2	green	36-70mph
Column 4 – vehicle speed MPH
Column 5 – Vehicle volume per 30-second cycle
Column 6 – Percentage Good Lanes

2. webinit.txt:
This file contains map icons configurations of CMS (Changeable Message Signs),
VDS (Vehicle Detection Station), and Shield (Roadway Shield) 
in District 3.

CMS and VDS:
Column 2 – unique ATMS Equipment ID
Column 3 – Site Location Name
Column 4 – Highway Route ID
Column 5 – Highway Direction, B-both direction
Column 6 – Postmile
Column 7 – State Plane X Coordinates
Column 8 – State Plane Y Coordinates
Column 9 – Longitude
Column 10 –Latitude

Shield:
Column 2 – State Plane X Coordinates
Column 3 – State Plane Y Coordinates
Column 4 - shield type (Numeric value):
		140 - Interstate
		141 - U.S. Highway
		142 - State Highway
Column 5 - Roadway ID (Freeway or Highway ID)
